Anchor link to another page

I am having trouble with an anchor link on the home page going to a different section on the counsellors page.

I used this in the code block on the clinical counsellors page: <div id="vancouver"></div>

Then on the home page on the button under 'LOCATIONS' that says 'Meet Our Vancouver Therapists', the URL is /clinical-counsellors#vancouver

However, when you click on the button, it just takes you to the top of the clinical counsellors page... and doesn't go down to the anchored section which is far down on the page above the title 'Meet Our Vancouver Therapists'
