Only display footer in mobile in Flatiron Template

Hi all,

I have a website that is based on the Flatiron template and I'm trying to hide the footer on desktop but only display it on mobile with a few social icons. Kind of like this site:  http://croixgagnon.com/

I'd also like to have the footer to show up when the viewers scroll up on mobile, again kind of like the reference website above.

Is this achievable at all? Please let me know.
