How to add subheadings to nav bar that point to different parts of the same page

I'm a pretty new Squarespace user and have a client who wants their nav header to have hover options for each page, but instead of pointing to different pages (like with a folder) they want the hover options to bring you directly to a subheading on the page. 

I've only ever worked with folders and created pages within them. Is this even possible without breaking the template?
