Help with adding paint stroke effect behind text on banner

Hello 🙂

I am literally only 10 mins into attempting to design my site. On my main banner (and probably many others throughout the site as I develop it) I would like to add a background to the text - My background image is a dalmation spotty print, the text will not show to my liking - I feel it needs a background.

I would like a paint brush stroke type image behind the text (imagine painting one stroke of paint and adding text on top) 

Is there a way of doing this ?

I can't move on until I have figured this, I'd like to get each page in place before moving on to the next.
