Adding Glitch, Noise, or Grain effect to select photos

Hi all,

Is it possible to add a grain, noise, glitch, or any type of hover effect on my photos in version 7.1? Also most of my photos are from unsplash.

I've been digging on the web and can't find anything.

Hey, I could only make this work for background images, rather than standalone, but the way I did it was: 

edit section > background > add your image > image effect > film grain. 

Might not be what you're looking for, but hope that helps!

I tried using Film Grain but Chrome won't load the effect. Is this happening with anyone else?
