Making a fake navigation strip at top of page sticky

Hi, I would be very grateful if anyone knows if this can be done? 
7.1. I'm using a multi-page template (Alma) but the main page has Jump To navigation links at the top in a narrow horizontal strip. It's a long page for visitors who are time poor attending an event. For this page only, I would like to make it sticky at the top of the screen, so that when people scroll down, they can jump to areas easily. 

Any advice would be appreciated. Thank you.
