How to freely place a newsletter block on a banner page?

Hi all!

I'm trying to have my newsletter block " HECK YES NOTIFY ME!" show just below the "coming real soon!" part of my banner page image. (see my website and photo-shopped screenshot for what I'm trying to accomplish)

I have the top page section of my site set as this banner image (I want this image to be maximized). When I try putting the newsletter block in the banner page, the newsletter block covers the text in the image (stays center of the page). I've tried adding spacers but all it does is either make the banner image zoomed in (if I increase the size of the spacers) or just never gets to the bottom of the page and stays there after pressing save.

Does anyone know the best way I can go about this? I'm basically wanting this newsletter block to be placed at the bottom of this page/banner image and have it stay there as I scroll without having the banner image zoom in.
