How to Disable Parallax on a specific page within an index page

I have an index page where i want the parallax effect on all the pages inside of the index except one.

I am trying to disable the parallax effect on one specific page inside.

For better context I am looking to have a background image that is the width of the page and does not have the parallax scroll.

I tried using css to use a background image instead but it does not work.
