Custom CSS to a blank page

Hi

I got to knew that I can't add custom CSS to cover page.

Does this apply to a blank page too? 

If i choose a blank page, Can i customize it and add my CSS?

You can wrap code in style tag

<style>
  CSS here
</style>

then add to Cover Page Header.

or you can create normal page > design your layout > then share url > we can give the code to remove header, footer to make it to cover page
