file link to image won't work

I have an image that I'd like to link a ppt or pdf file to... despite every attempt to link i keep getting a "page does not exist" 

You need to upload the file then link it to the image. Edit the image, choose design tab,  click the gear next to clickthru url, then file, then the upload button, upload the file then choose it, make sure you see a check mark appear on the left side. Then choose save in the panel, then apply, then save again.
