Oversized Errors

Hi, I am trying to figure out how to set up the dimensions of my clothing products. My site keeps saying the products are oversize. I have my dimensions as follows: L:28 X W:37 X H:28 for t-shirts (and etc. by category) wherein the length and height are the same. Could this be the problem? Does it want the height of the t-shirt from top to bottom? Or does it want the height based on thickness of product when folded or flat in the shipping package? I'm confused about what values to put in the height section for my clothing dimensions. What should I do?
