Change section load colour in 7.1.

Is it possible to change the default colour of a section (e.g. before image / video loads)?

It seems that the colour displayed while loading content is consistent across an entire site, rather than specific to the Colour Theme of the section. 

On some of my sites it pulls from the "Dark" palette colour, and others from the "Black" palette colour. Any advice on how to alter would be very helpful!

First thing,  you  control the actual colors for the  themes for the whole site from the style colors in config.   Config also lets you change the color palates  themselves in config. Choose which will be dark minimal, light minimal, ect.  Once you do that  you edit each section by going to edit mode then scrolling down to each section  (but don't scroll too fast!) and hitting the pencil icon pane on the top right corner, then choose colors and select the color theme you want for that section.
