Please Help with Announcement Bar Padding

Please help me reduce the announcement bar padding.  I placed so many codes into the Header CSS with no help.  This is a Bedford template.  Just want the announcement bar to be one or two lines at the top...Not this wide block.  Would like the same header on every page.  Thanks so much!
