Having an issue with creating jump links/ anchor links

I'm trying to create an anchor link using the <a name=""> tag. In this situation, I want to link to the contact form.

The concept works if I'm hyperlinking from a text on the page to the contact form . However, it does not work if I'm hyperlinking from an outside page to the contact form on this page. It simply brings me to the top of the page. Does anyone know what the issue is?

I have perhaps a similar problem. I created an 'element' in the navigation menu (to be a contact button). I have tried multiple ways of anchoring it to the footer.

<div id="footer"></div>

<p id="footer"></p> (doens't work at all)

and #page-section-addthewholepageidhere!

 

The weird thing: it works in the squarespace editor and it works on mobile, however does NOT work on regular desktop / larger screens. Any ideas?
