Pin a blog in 7.1

Is it possible to pin a blog entry so it always shows up at the top of the list in 7.1? I want this to work on the blog list page as well as the section listing blogs on the home page. 

I would like to keep a "Welcome, here's how to navigate this site" blog pinned up top so readers see it as they come to the site for the first time. 

@chadateit Best way to do this is to change it's publish date to a date far, far away now. Like year 2025 or something. Doing this will keep it number one.
