Yes, and also the elements will adjust to the size of the screen.

There may be some miscommunication here. This is the intended behaviour on mobile, your design should resize and fit to the phone. If it didn't your design would be too wide and parts of it would be cutoff on your phone. 

Is there something that's missing or that you're not seeing on the live site?

The problem is that with my mobile I see everything the same as on the computer, I attach two images one how it should be seen and the other how it looks.

How can you see, from my mobile it does not look as it should, the menu without burger, dobe column, etc.

No, with the small computer browser it looks good, but not with the mobile.
