Why can't I edit sections suddenly?

I keep encountering an issue and it's frustrating me to no end! I am working on my Services page, and have created it as an index so that I can use full width sections. I've entered 3 sections successfully, but after trying to add more, I'm not able to edit them. I've attached a screen shot - you can see that the section's Edit / Banner / Settings comes up for the 'Services hands' section, but no matter where I place my cursor, it will not appear for 'Services feet' and I can't get it to return without deleting the whole section and redoing it. And even then, when I create another section below it, it becomes uneditable again.
