Pacific Title & Nav Adjustments

I'm working on a site for someone and I want to use the scrolling option of the Pacific site and keep it all on one page.

But I don't like how the navigation is split on either side of the title.

I'd like have the nav either above or below the title.

Any code to make this happen would be super helpful.

The header looks like this pic below with the nav split on either side of the site title.

I want the nav under the title like the page you referenced but I don't see a way to do that.

Make the title font smaller and the nav links should move underneath. 

No that doesn't make a difference.

I think custom CSS is needed unfortunately.

The way it was done for the page example I posted is using index anchor links to the pages in the index:

I have not found the working code yet that will lower the Nav bar under the logo and center it.
