Ver 7.1 Text Hover Effect On Mobile & Touchscreen Devices

I'd like to have text appear over images (hover) on touchscreen devices, once you tap the image before loading the next page.

My 7.1 site right now (in progress) shows no text over images on mobile devices. I do have CSS to have text over images at all times, but I'd rather have the text only appear upon hovering (similar to the desktop effect).

 

Does anyone have CSS code to make this happen?
