How to scale in mobile section blocks without changing the format in desktop?

Hi, I am wondering if someone can help me with the following. I am struggling to make certain sections of my site mobile compatible without making changes to the desktop version. On some of these content sections, I have made the content width small. Is there a mobile friendly version of this?
