0px vertical padding on header with 7.1?

Hey folks. I'm wondering why we cannot change the header's vertical padding to 0. I have a design I'd like to implement (attaching screenshot), but can't do so without removing the padding around the logo.  I've tried using custom CSS to change this but it's not consistent. Any thoughts on how I can make this happen, or will I have to tell my clients it's not possible?

There is a vertical line that comes up from our logo.  I would like that to be at the very top of the page.  Right now there is the vertical padding.  Another option could be to recolor the vertical padding to the same color of orange.

Add to Home > Design > Custom CSS

div.header-announcement-bar-wrapper {
    padding-top: 1px !important;
}
