make header and footer and background images full width / full bleed in version 7.0 on Impact Template

I'm using the Impact template on 7.0 and need to stretch header, footer,and background images to be full width of whatever browser is being used. Currently, background images are restricted to specific width and I can't figure out how to remove limits. 

Fixed it with site-wide design change from "constrained width" to "full background"
