Larger different color initial cap for first paragraph on every page

I would like to make the initial cap on the first paragraph of every page larger (ie h4) and red. The rest of the paragraph would remain black Paragraph 2. The larger cap should have the same baseline as the first line of type and extend higher than the other type. I got it to work in black, but can't make it red (See page that says Tolland). I can make it red and same size as the rest of the type, but cant make it larger (see about page). Can anyone help me?
