Decrease Footer Height

I am trying to decrease the footer size on my page but all the code I've found just seems to either add a border above the footer or just extend the page above it. This is what I'm using: 

footer{padding: 50px 0px 0px 0px;}

I attached a picture of what the footer looks like when I add the code above. The blue section above it is what showed up but the footer is just as big as it was before.

On my contact page, I only have 2 lines of text and my footer is huge.

I wish the size wouldn't change with the screen size. Is it possible ?

    padding-bottom: 10px;
}

It's not working... Actually the footer is even bigger...

I use the Hayden template.

I would like it to be the same size as the Personal Projects page for example.
