Can't access Styles menu or change template?

In the "Design" menu I don't have the option to edit site styles or change the template. I talked to the site owner, and I apparently have all the available permissions assigned to me. Any idea what is going on? I can barely edit anything style-wise.

I am a contributor with the following permissions:

admin, reporting, editor, moderator, commentor, store manager, scheduling

Here is a screenshot of my design page. Its been awhile since I've worked on Squarespace, did they do away with the Styles section in 7.1? I'm trying to enable 2nd navigation.

Your is SS 7.1.

7.1 doesnt support Secondary navigation

7.1 does not have a style button in the main config screen. Many things under the old design/style are now grouped in design, such as fonts, colors, animations, spacing. When you edit a page, you choose edit, then there is a tool bar on the right, choose the edit pencil icon. There is a list including elements and just below that is the style tab which has settings for element spacing and padding. This same toolbar is in the header section as well.
