How to design a pop-up window for terms of use

I am going to build a pop-up window for terms of use in one page. Basically, when user enter this page, the pop-up window will pop up and background is grey out. User has to read all the content and click agree to use this page or cancel to leave this page. 

I am currently using promotion pop-up setting in Marketing. But serval drawbacks for this: 1, when I click out side of the pop-up window, the box closed; 2, close button always there; 3, I can't adjust the format of content. 

I guess this function designed for promotion using, not for other pop-ups. But do anyone know any method to help me build a terms of use pop up window. I am open to any methods (coding or build-in function)

Hi. Try using Lightbox Plugin. It allows to create popup.

You can add code to Page Header to make popup appear on that page only.
