No padding between Index pages

On my homepage I'm trying to get my image block on the first index page to sit flush with the index page below it with the blue background banner.

I've inserted some code (below) that solves the problem on desktop but on tablet and mobile I'm getting a gap between the blue sections where the first banner background is showing below the top blue wave image block.
