Text Box in Version 7.1

Maybe I'm completely missing it, but I am struggling with adding simple text boxes or simple video/photo boxes without having to add an entire section for one box. Is this the new norm with this version? (i.e. if I add a new section with only one text box and I find later that I need a second text box, instead of simply adding a text box, I'll need to add an entire section?)

You should be able to mouse over below the block and insert any other block you would like in the same section.
