Documents Page

I have a password protected page for residents of an HOA. One of the pages in the "footer navigation" is called "Documents". I want to create what I call folders, where you can click on the folder you choose and it takes you to another page where there are links to multiple files that can be viewed/downloaded. I've attached an image that I hope will give you a better understanding of what I want to do. Is there a way to do this, and if so, how?
