Horizontally scrolling announcement bar

I'd like to display a long message in the announcement bar that scrolls continually, starting over once finished. Can somebody please give me advice if this is possible in 7.0 Bedford template.

You can add message first, then share url again. I can take a look.

I guess CSS overflow-y: scroll can solve
