Removing countries from Rest of the World option

Hi I have a single flat shipping rate for international (rest of the world). There are 200+ countries in this option. I would like to remove one country from this option. Is this possible to do? I would hate to have to go though and manually add countries to ROTW option just to exclude one...

Replying to this comment in the hopes it gets a response; I also need this because I'm excluding from the UK for VAT purposes, and a few smaller countries that have big shipping disruptions

Unfortunately this doesn't seem to be the case. When adding a ROTW shipping option, it automatically overrides the one specific country category I had set up initially. Is there a way to surpass this?

Scratch that, I've figured it out! It's just the UI that is not very intuitive... In case anyone else encounters similar challenges, all the countries are actually there, but you only realise it once you've edited the address.
