Mobile scaling help

Hello, I am trying to customize scaling with the mojave template. 

The headers (text that rests over photos needs to scale for mobile.) is what I believe I am having trouble with.

I have already figured out to scale H1 with this code:

@media screen and (max-width:640px) {
 h1 {
   font-size: 20px !important;
}
}

However, I need help with another one photo quote combo on the bottom of the home page. I can't get it to scale for mobile. I tried to change the code to H2 but that won't work. The text remains very large.

Is there anything I can do? I really appreciate your help!
