Set breakpoint width

You don’t need CSS. Go to Design > Site Styles and increase the value of Mobile Breakpoint. The default is 640px.

And is there any way to set it such that the header text and logo shrinks on smaller screens, instead of rolling over into two lines?

I'm not sure I understand. Can you provide a working link to the site, and a screenshot of the issue if it's not obvious?

I want the text in my desktop header to simply shrink on smaller screens, so that it can all fit in one row.

As is, it doesn't shrink at all, and instead just rolls over onto a second row, which looks pretty terrible:
