BEDFORD: Reduce padding between the Banner and site content?

Hi, I am using the Bedford Template and I wanted to set the padding between the banner and the site content to 20px. I want to lower the blank white space between "Snow Special" and the end of the picture.

    padding-top: 20px;
}

This doesn't work it only adds white space to the top of the header image - not bringing up the body content?

It will work for Dsing's site.
