Need to make a certain button only work if customer adds a certain product to their cart.

I've attached a screenshot of the page in question.

I wanna make the "Continue: Choose Add-ons" button only clickable if the customer clicked the "Submit Requirements" button above it. I'd like the error message to display "Please submit requirements before continuing".

What code should I inject into the header for this to work?
