How to Decode Foreign Language URL Slugs

How to create URL Slugs - at the end of a root domain - in foreign languages including: Russian, Chinese and Hebrew, Arabic etc.

SQS does not seem support the percentage sign in URL Slugs and does change sentence case of URL slugs as well.

How to create specific URL Slugs that would display in foreign languages (characters outside of the latin alphabet)? How to achieve something similar to the below results?

P.S. My site is in five different European languages; ranked in top 10 in many local versions of Google across several keywords. I've used SQS since 2014; read hundreds of forum requests for bilingual website tools and ended of developing it on my own. Now want to scale the business in markets beyond the latin alphabet.
