How to resize banner image for mobile view?

Hello,

I'm in dire need of a code (css?) to resize my banner so that it shows in full on mobile view. Currently, my banner gets cropped when in mobile view and I would like that changed.

At the moment, the mobile template is off so that the full banner shows. But now my site isn't optimized form mobile.

Is there anyone that can help with this?
