Can't see Lines

Look, I don't know what forum to post this in. But I literately cannot see lines. If it's a vertical or a horizontal line, I just can't see it. Someone even took a screenshot of a line on my website and sent me the picture, and i still couldn't even see it, even on a picture. When I open it on my laptop I can see it. What could possibly be causing this? I tried different browsers and tried resetting cache etc etc.. I'm so confused.

Like If i open this picture on my laptop, I'll be able to see the lines around. Not on my desktop (Windows 10)
