one folder link clickable, and one is not ... brine

I understand that the folder menu link should link to the top submenu item. In my case, it works for one folder, but not the other. "Tribal Art" correctly links to the top category submenu link page which is "All Tribal Art." "Decorative Art" doesn't link to anything. Any clues as how to fix this?
