Changing the overlay colour on an image block when hovering

I would like to be able to replicate the coloured hover effect of the image blocks on the following website: https://www.studioshaw.co.uk/

So that when I hover over the image blocks, they change colour with the chosen colour I pick.

I would like to have this effect appear on one single page of my website.

For reference, I am using the Impact template.
