I am trying to pin a section to the the top of the web page after the user scrolls up. What do I need to do to tell that Section to stay pinned to the top as a header while the other content can continue to scroll up. The idea is to shift and use the pinned Section as a menu for the content below. Thanks in advance.

@Ziggy I see. The only issue now is it does not scroll down to the part on the page, it just jumps to the location. Is there something I need to add to have it scroll down to the location?

@Ziggy I tried both, just putting the anchor #id after the page slug and the entire domain.

I created an anchor link on one of my pages. It refreshes the page and goes to the correct anchor link position. How do I tell the site to just scroll to the anchor link position and not refresh the page to the location? I am missing some custom code or settings?
