I can't access my site to edit. it says 503 service un available. what should I do and what does it mean and why did it happen?

Hi, I'm new and I started working on my website before registering. I uploaded a couple of videos but decided to delete them and use different ones but now it says I've used up my 30 minutes so I can't upload. The pages that I uploaded onto have been deleted. I would be grateful for any suggestions. Thank you.
