Code help for a one-page site

I would like to transition a site to a one-page website WITH a navigation bar that takes you to that specific spot on the one-page site. I watched some tutorials and fond code that would work. It seems like I might not be able to insert a code block on a template style page. Is that correct? Is there a workaround if so? If not, guidance on how to insert the code would be so helpful.
