Is there a way to get a dropdown menu option instead of listing all options at the top of the screen?

Looking to have this image be placed on my main page. Unfortunately when viewed on different sized windows or devices, it crops the text and does not scale. Is there a way to put this text, in live text format, over the image so it scales per usage??
