Hide Arrow Disappeared after Anchor Link Use

Site URL: http://waterfallshire.com Yesterday I added anchor links and they were working well. Today, after I click on an anchor link, I can no longer access the small arrow that hides in the top right hand corner to diminish the page and get to the edit button. The only way to have it reappear is to close out the site and re-open. Any help on how to get the hidden arrow to remain accessible after using the anchor links would be appreciated! Thank you, Brenda
