Scrolling banner above header image and below navigation bar

Site URL: https://www.americanfriendsofcapodimonte.info/ Hi there, I'm hoping somebody could help me figure out how to move a scrolling announcement banner on our homepage above the Header image but below the navigation bar. Ideally we want our news items and announcements to be visible "above the cut" without requiring users to scroll down. Any thoughts/help would be greatly appreciated!
