I have a portfolio hover section I'm using that has a video background, but the quality of the video ends up being pretty bad. There's another one on the home page of my website that has no issue. I've tried compressing the video (it's a 1920x1080, 37.5 MB, 0:19), making it shorter, and reuploading it, but it always has the same issue. I think it's scaling the whole video to accommodate the length of the list for this portfolio section, is there a way to scale the video background to the limiting dimension of the window (not the section) and keep it stationary behind the list when scrolling?
