How to remove white space on top of the home page

I am having this issue as well, but the code you provided above didn't modify anything. This started after I enabled up an announcement bar (with a white background) and then soon after disabled it. I have tried to enable and disable the announcement bar with a navy background to match the main nav, but that didn't help (I have attached what it looked like for reference).
