Sticky Anchor link section

Site URL: http://www.jiyoungan.com Hello! I am struggling to find a way to do this. I want to create a section with anchor links to different sections of the page. But I want it to be sticky and always display on the top of the page (Below the header but before every other sections). The idea is that recruiters can skim through my work quickly and jump to any sections of my work regardless where they are within the page. TIA!
