Can you change the scrolling properties of your site?

Hi, I'd like to adjust the scrolling properties of my site to make the whole thing feel a lot calmer. Idealy i'd like to slow the scroll speed down so that it feels like this (example) site - https://argor.com/about Anyone got any code that would work for this? I'm also happy to consider a plug in if one exists. Thanks!
